Well in this case. The TLG module can run in AdHoc mode, so yes you could connect your cell phone on it. You will need to configure some port the module to run the service but yeah that would not be a problem. Personaly i would use an Arduino mini in conjonction, because this Arduino does not cost much. And run some service from that.
If you are an Android app builder or if you are able to build app for Android, you could simply exchange some data without using the http protocole, making the process has simple as possible. The TLG module can run bolth client and server in tcp or udp mode.
