You might be able to stir ions in water using a moving field, and the water along with them as water is slightly bipolar. But I think it would have to be in a non-conductive container.
Why not just have a motor above the bucket turn a shaft that reaches near the bottom and has a prop or like? That will stir in any kind of bucket.
