Emulate TV-Out on PC

Is it possible to emulate the TV-Out of the Arduino, on a window in the PC.

I think that would be great, it will make much more easier for me to have the TV-Out on a window in the PC while developing code and I want to know if it's there some way to achieve this.

I dont emulate, but I got a cheap 10$ tv tuner card which lets me have the output in a window
