error code 43 - device descriptors request failed

Hello everyone. I am getting error code 43 when I connect my leonardo to my computer. It says that the device descriptors could not be read.

I am testing it on two dell computers running windows 8.1 with an intel celeron processor. I have tested the board on different computers and the board works perfectly fine, but fails to work on the dell computers.

This two computers are brand new and I have installed all of the windows updates. I don't know if I need to update some other drivers.

Update: Once a device stops working, mice, keyboards etc. do not work on the ports. They give the same error. I am more inclined to believe that this is a computer hardware problem, because the computers have 2 usb 2.0 ports and those stop working, but the usb 3.0 port still works.

Is anything connected to it? Could it be shorted or trying to draw a lot of current and thus tripping the current limiting on the port?
