I did it. I tried and retried. Now I am reinstalling the software. I don't speak in vain, when I say I did something is because I did it.

When I went on the Library Manager and tried to install that library, it showed me something like "There is already that library". Now it gives me another kind of error. I'm waiting for Arduino to install to give you the exact error.

I went to the folder "Libraries". I thought it was obvious.

You will need to delete C:\Program Files (x86)\Arduino\libraries\RobotIRremote.
You claimed to have done that but then you posted this error message:

If you had deleted C:\Program Files (x86)\Arduino\libraries\RobotIRremote there is absolutely no way you could have gotten that error message. So it does indeed appear that you are not able to do what I told you to do. If you're confused about how to accomplish the instructions that's fine, just explain what the problem is and we will provide more detailed instructions. The real trouble is that we are constantly having to fight to get the most minimal amount of information out of you. If you had made any real effort with your original post we would have had the problem solved in a matter of minutes instead of this dragging out for days.
I don't know why it gave me that error, what happened. But 'till 5 minutes ago,before I disinstalled Arduino, there wasn't that library in the folder "Libraries".
I solved the error, it was easy. I had to give the new library the name of the library I had to delete. This was the correct solution. And only one of the many libraries online worked.
