Don't resistors, capacitors, LEDs, etc... require ESD packaging? I have noticed a lot of places selling them in plain plastic bags. I attached an image.

No.
Devices with CMOS construction, MOSFETS and FETs etc need to have ESD precautions taken, but not the stuff you list.
