Nothing but the clamp diodes to VCC and Gnd if levels go >0.5V below Gnd or 0.5V above VCC.

No, you have to add extra protection if signals go out into the wild and you are concerned about
this. Its pretty standard commercially to have protection for any signal going to an external
cable or which can be touched. On-chip ESD protection is of limited effectiveness (without it
handling precautions would be extreme for CMOS).
A common protection circuit is two schottky diodes and a series resistor, to bolster the tiny
on-chip protection diodes to much higher current levels.
