ESP32 Sketch Data Upload not showing, IDE:1.8.13

With sketch_location\tools\esp32fs\esp32fs.jar (from Releases · me-no-dev/arduino-esp32fs-plugin · GitHub ) installed and with a ESP32 sketch compiled and downloaded (4MB with SPIFFS) there is no menu show for ESO32 Sketch Data Upload in the Tools section.

IDE: v1.8.13

What could be wrong?

is this the tutorial you followed ?
I'm on 1.8.19 but it works for me.
I think it should be.

sketch_location\tools\esp32fs\tool\esp32fs.jar

instead of what you have being

sketch_location\tools\esp32fs\esp32fs.jar
