I figure out how to configure the device
Even though they are less than clear. When I check the STATUS#, I get
Battery:4.15V,NORMAL; GPRS:Link Up GSM Signal Level:Strong; GPS:Searching satellite; SVS Used in fix:0(0); , GPS Signal Level: ACC:ON; Defense:OFF;
It's non-stop searching for a gps satellite.
When I issue the WHERE# command, I get
Last position! Lat:N39.908028,Lon:E116.388687,Course:345.90,Speed:0.00Km/h,DateTime:2020-02-20 07:08:54
A position in China back in 2020
The instruction say under Failed locate, to check with my GPRS carrier. Which is T-Mobile.
I am in Mexico with a US T-Mobile phone that works just fine. The SIM card I am using is US based T-Mobile as well.
Any clues as to how I might get this GPS to deliver data?

I had a similar thing. Just get it all hooked up then place it somewhere with a clear view of the sky and wait maybe several days.

I was talking to someone the other day and he had a unit that’found’ itself in minutes

According to the data sheet there is a blue led on the device to indicate the status of the GPS module. Do you see the blue led status?
It also says that it should get a position within 32 seconds (probably under a clear sky).
Are you testing the device in a building or outside?
That is only for problems with GPRS, the mobile network, not for problems with GPS (satellite reception). Clearly GPRS is correctly configured because you can communicate with the device.
The Blue LED blinks. It never goes solid, indicating it connects/finds a GPS signal. The green will blink normally as though connected.
Are you using the library examples?

Has the device got a full view of the sky, that is the correct way up and not covered with metal etc. ?
