can i control Ethernet Shield with another computer that not connect to the specific router that the ethernet shield is connected to?

If you set up port forwarding correctly you can communicate with the Arduino from any other node on the Internet.

You would usually set up port forwarding on the router that connects your LAN to the Internet.

If the computer is not uo your lan, you might use one of the dynamic IP services (like no-ip.com) in addition to the port forwarding on the lan router.
