I am running arduino 1.8.13 on windows 8.1 pro and keep getting the error of "cmd excutable not found in path". On enviromental variables it is listed in system variables. I am trying to program esp32 wrover t8 1.7 module. The espressif boards are installed in boards manager and are the latest version. I just upgraded arduino to 1.8.13 in case the older version 1.8.3, was not correct, same error happened on it too. Have read every post about this problem, and tried running arduino as administrator, same error. Reinstalled the esp32 boards in boards manager, still no luck. Seems to be a uac error but nothing tried clears the error. Checked windows firewall and included arduino.exe in case. Have restarted windows after any changes each time.
The path in system variables is "ComSpec: C:\windows\system32\cmd.exe" where or what else would be required, or is there another path not known about? This is very baffling as it is in system variables, but still not found. The system is standard for win8.1 pro, and no restrictiions can be found.

I believe this can occur if C:\windows\system32
is missing from your PATH
environment variable. I see you already mentioned environment variables here, but it is not clear to me whether you have verified it is present in PATH

Yes it is present in the path, I wasn't using my head correctly, and tried to run the sketch from downloads folder instead of transferring it to arduino folder in documents. Apparently the uac permissions prevent access from downloads folder. Moved it and have no problems now, but also learned that it will crop up again if you close arduino ide without closing the sketch also. When you reopen the ide the sketch is still there and you will get "cmd excutable not found in path" , even though the sketch is in the main arduino folder. You have to close the sketch, then reopen it and no error then. Thanks for your reply, in0.
I'm glad that you found the solution. I have no experience with Win8.1 (went from 8 to 10) and never experienced your problem with the given solution.
I can imagine that it will not work if you open the sketch from inside a zip.
