The chrome APL is not working
Welcome, that is an interesting problem. Is that an automotive part or something to do with a browser? What are you trying to do? What does not work? Sorry I am not clairvoyant and cannot see what you want.
The same problem I encountered last week when I was trying to install the extension. First I thought there is some kind of issue of this particular extension, but it was wrong. I could not install any extension which were necessary to install in Chrome.
Then I was searching online for what reason the problem is arsing and I have resolved the problem with the help of an article. Most probably this article https://www.thewindowsclub.com/chrome-extensions-not-working-on-windows-10
The things which I done first, first I end the process using the task manager and then cleared the browsing data. Finally I installed Google chrome update.
After doing the tasks properly, when I was going to install the extension, there was no issues while installing.

Can your computer install the IDE?

If you can't install it, please share your code so more people can help you with your issue.
I do not recommend using the Chrome app or either the Web ide... They have some bugs. The best is to use the Arduino IDE for your computer. You can install the latest version of it.
The WEB IDE aka "CREATE" works very well and has exceptionally few issues.
If you have issues with it there is lots of help in the correct section.
Usually any issues with CREATE are down to antivirus / anti malware programs or insufficient user priveledges and those can also affect the regular IDE.
