fail to get AT command response with Arduino Uno and Arduino IDE1.8.2

I am following this Getting-Started-With-the-ESP8266-ESP-01 and I failed to get any OK response from the esp-01 when typing AT in the serial monitor.

I am observing this from the esp-01, red lights are always on, blue light on for one second when I plug in the usb to my arduino uno. I am wiring the esp-01 to UNO exactly the same as the tutorial, I am no idea why it fails.

I am am able to receive the command now, the reason I did not receive them was I was connecting Rx->Tx and Tx->Rx. So this is closed, thankyou.
