I need help in my coding error on attachInterrupt function. Anyone who is competent on this part are very much appreciated.

Your misplaced confidence in our abilities is flattering. While many of us are pretty good programmers, virtually none have the psychic ability to "see" your code. Please read the "how to use the forum" stickies to see how to ask questions, format and post code and error meaasages. Without seeing the code we can't know how or where the fail needs to be declared.

The third argument to the attachInterrupt() function is RISING, FALLING, CHANGE, or LOW. It is NOT fall.

If OP has been struggling with getting an interrupt to happen every Sept. 21st, he/she deserves the ridicule being heaped in his/her general direction.
