Feasibility and advice needed: Wirelessly transmit sound at certain distance

Hi there guys,

This entire concept might sound stupid or totally impossible with an Arduino but I don't really know where to start, so this seemed as good a place as any! I'm trying to build a small device (small enough to fit on an animals collar) that will receive a signal from a base station somewhere and when the collar reaches a certain distance, it will play a sound. So basically I need something that can send a signal and something that can receive it, the ability to roughly gauge distance (signal strength?) and the ability to play a certain sound (maybe a sound file?) when the receiver reaches a certain distance. Is this possible at all with an Arduino setup or am I being totally ridiculous/unrealistic? Programming wise I have no experience but planned to use tutorials etc where necessary for programming.

Any suggestions and (constructive) criticisms welcomed
