I would create a python script running on an old PC that checks the mail and do al the administrative stuff.
If queue > n => send a command to the Arduino over Serial to flash the lights move some servos that hold flags etc.
Python is free and plenty of mail examples exist and an old PC is in most companies a no brainer (put Ubunto on it and go)
