The Programmer won't respond.

Are you connected to the right port and the right board. if not go to tools >port and tools>board. hope this helps

Yes I am always connected to the UNO

I even tried reinstalling the IDE and it still didn't work.

I had version 1.8.5 before, but now I have version 1.8.8.

I have the Snap Circuits Snapino module with the UNO built in.

The RX LED flashes from time to time when trying to upload.

I could also mean that your Arduino is defected. Check with a meter to see if it is getting enough power.

Looks like there is no working bootloader. Flashing L at reset is its vital sign. At the same time, if the Rx blinks occasionally at uploading it means that the prompt for programming is passing to the MCU, so the Rx line looks good at least. I am little bit confused by response but could be caused by floating Tx end (?).

I would start by bootloading. However, you need some ISP programmer: another Arduino, USBasp...

The TX doesn't light at all.

Sure, if there is nothing that would respond to the prompt.
It is able to check both, rx and tx lines by loop-back test (here on web is a guide). However, it is not needed at this point.
The bootloader, this is the problem for now.

UPDATE: I just found out that it was just the UNO. I finally programmed it with another UNO. Now it has a sketch that makes it set most of it's pins to the digital value that it reads from pin A0. The new board sends the signal with pin 13 as an output. Now when they turn on, they both flash their L LEDs. The old board also flashes a bunch of other lights, (if connected). :slight_smile:
