Forum screen needs a How To Post link

New people get here and don't see any directions regarding:

Thread Title -- should inform what it's about.
Code Tags -- what they are and use them!

That much alone would give new people a chance to start right.

And perhaps only people with low post count like < 4 should see that link... and it should be in Giant Font at the top if not the only thing they see with post count 0.

When I see the too often thread title screaming HELP! with no indication of With What, maybe it's because the directions are not easy to see before posting.

Not sure if it covers "catchy title". Every new user is, to my knowledge, redirected to that topic.

I don't think they even see it.

The forum attracts people of different educational levels.
Too many people just operate with out any sense of rules or logic.
There does seem to be enough assistants on this forum to steer people in the correct direction. There are one or two that just want to run their own program and rules but they find out the hard way.
I am a new guy, I read the RSS feed for about a month before I registered. Can't count how many you need to follow this procedure for results responses I read.
