Fresh Atmega328P Bootloading Problem

I have a custom PCB and I used Atmega328P - 5V 16Mhz( First I have tried with pro mini and it worked properly. For this reason I have chosen this one.) After I get my pcb, I tried to upload bootloader by using an Arduino uno as specified in https://www.arduino.cc/en/Tutorial/BuiltInExamples/ArduinoISP.

I have uploaded ArduinoISP example to the Arduino Uno by using ArduinoISP(Without any problem)
I made the connections to the my custom board then changed the board to pro or pro mini then selected proper processor.
After that I changed the programmer as Arduino as ISP then tried the burn bootloader. This is the error message I get, ( I put all error message because I have read many discussions but I still couldn't fix it and I don't want to skip anything)

On the other hand, in my custom pcb I have used an 16 Mhz crystal oscillator with suggested capacitor values and I think my traces and lengths are okay. I also checked the voltages on all power and ground pins, I didn't see any problem on those too.

If you have any idea please help me to solve this problem.

I have tried with another custom pcb and it worked properly. I think there is a problem with the controller. Should I close the discussion or not?
