what you're talking about was designed with active RFIDs, it works pretty well.
Essentially you have a "stop" and "follow" button on a belt clip and it does exactly that.
Not very well priced though, most of the solutions out there cost quite a bit (although somewhat insignificant when compared to the cost of golfing)
