Fuses and current consumption

Hi everybody.

when ever i use AVRDUDESS to upload sketches to my Atmega328p, i notice that
the system consumes more current!

is it because of bad fuses ?

i use the following :

0xFF
0xD9 or 0xDE
0xFF
0x3F or 0xFF
