Getting Error Message: "avr-g++: error: cannot access device-specs..."

I have just installed Arduino 1.6.10 for Windows (mine is Vista 64-bit).
When I want to verify or upload the simple Blink example, I face the following error message:

Error compiling for board Arduino/Genuino Uno.

My microcontroller is ATMEGA 328P-PU. When I connect the board to the USB, I see the green light on as well as the blinking LED of pin 13, although it blinks very fast (not with the supposed 1-second delay).
I have searched everywhere, but nobody seems to be experiencing the same problem!

The strange thing is atmega328p is on the list they show of "devices natively supported". Try this:

  • Tools > Board > Boards Manager
  • Wait for all downloads to complete
  • Click on Arduino AVR Boards
  • Select 1.6.11 from the "Select version" drop down menu.
  • Click "Install"
  • After install completes click "Close"
  • Try uploading again.

You can go back to the previous configuration by repeating my instructions but select Arduino AVR Boards 1.6.12 instead of 1.6.11.

Another thing you could try is install Arduino IDE 1.6.9, it might be a 1.6.10 specific issue.

With AVR Boards 1.6.12, I get the very exact initial error again. I'll try IDE 1.6.9 and see what happens.

I made a lot of effort, but nothing worked. I downloaded and installed IDE 1.6.8, which made the error avr-g++: error: CreateProcess: No such file or directory Then in Tools > Board > Boards Manager I tried different versions. The latest version 1.6.12 led to the very first error message mentioned in my 1st post.

Installed on another PC with Windows XP and works well. The problem might be compatibility with my Windows Vista or something else.
