DC-DC converter, possibly.
By good I mean reasonable price, and clean signal at around 55 mA.

Be sure to read the spec sheet.
Voltage is how hard the power supply will push on your circuit. Amperage is how much it can provide if your circuit needs it. You want the power supply to be rated higher in amperage than you need.

No, a power supply is rated for it's voltage output and it's maximum current capacity, however the load determines how much current will actually be consumed. So as long as the load draws less current then the maximum capacity of the supply all is good.
