I think SPOT3 is primarily intended for personal use, but I do know of small transport companies in Canada who use their service, so they probably have a commercial operation of some sort. Who knows, perhaps you would be the first commercial user in the Dominican Republic -- you could be a traveling advertisement for them. If SPOT won't do what you want there is undoubtedly a company that will.
