good source of copper clad boards

I make a fair number of 4x6 " boards a year, and I have tried buying them from ebay vendors. I assume a lot of them are selling stuff that was left over from production runs somewhere, and that the boards are of good quality. But I am surprised by how often the foil lifts of the board, either from soldering heat or while drilling. I know this stuff can be gotten at higher prices from the likes of Digikey, but my question is, does anyone have a good source of reliable boards at a reasonable price?

The other difficult thing is to find drill bits down there in the small millimeter ranges which don't go dull in about 10 holes worth of drilling.

FR4 boards? You must use carbide drills for FR4 if you want any kind of life for the bits.

I've never seen copper lift from drilling - overheating will do it easily (temperature controlled
irons are a very good thing!).

Maybe you need to make your pads bigger?
