Is this the right thinking? I got an UNO, got an STK500. What I want to do is develop on UNO fast and cheap, then end up with (I guess) a hex file that I can easily and quickly burn to cheap AVR chips using the STK500. Am I missing something? TIA

No, that will work fine. I use a USBtiny programmer with a barebone type chip carrier that I mounted with a 28 pin zip socket.
