To start I am just getting into arduino so excuse any stupid questions from me for a while!
On to my question, is it any way possible to receive data on a very specific 850mhz band without activating the sim card for it. I do not need to send any sms or phone calls just receive signal strength of a specific band. And if this is possible how hard would it be to print the band and signal strength to the screen? Any help is much appreciated!
Extremely unlikley, as its the SIM card that contains the data needed to tune the radio to the correct frequency for the relevant carrier.
Unless you can somehow hack the radio in the GPRS module to control the tuning.

If I did activate the sim card how hard would it be to write the exact operating band and signal strength to a lcd shield? And could I "listen" to more than 1 850.xxx mhz band at the same time?
Not possible to answer without knowing a lot more info about what GPRS module you are using.
