Are you offering to pay someone to help you? If so I will move this for you. If not then what are you expecting?
From that description, I cannot see how anyone could work out what the project is and thus if they are interested.
Perhaps provide some details of the actual project ?

They implemented a location based ticketing system for buses and trams about 20 years ago.
It took about five years to figure out AFTER it was implemented, and is still a bit of a mess.
Double charging, confused route discrimination, binding RDID tags to the right routes etc.
Not a proud moment for the responsible authorities.
