Hello,

Because, GPS information comes from microwave frequency signals sent from Earth orbiting satellites (did you know?).
Indoors it can't see enough satellites to get location (minimum 4 needed), but can in principle get time from only 1.
How is it possible for smartphones to get it properly indoor?
It remembers the last time it was outside!
Cell phones don't use just GPS. They use AGPS - Assisted GPS. That combines GPS information with information from the cell site transceiver, to provide more robust reception.
Also they don't always get it right, indoors.
Most GPS units have an on board RTC, once it's set, it remembers the time.
