Hello,
Can someone point me in the right direction on
How can I make?
what equipment do I need?
what company can make the item for me?
What type of websites should I look towards?

Looking for a piece of equipment that has an input Terminal Strip to Turn on the Recording to send a voice from a voice IC Chip or data , with multiple outputs. First output-wirelessly on any Radio frequencies. Second output 802.11output GPS output.

So, Basically right now i have a greeting card recorder that i removed the speaker and soldered in a 3.5m plug to plug into two way radio's with EVOX.
Removed the play button to Add my own way to start the recording.

What do you mean by sending a sound to a GPS?

A good solution to your proyect may actually be a teensy with an audio shield. I haven't used that myself, but I understand it can record and play audio.
