Using a 3G GSM shield and the APM2.5+, based on the Arduino Mega 2560, create a serial telemetry connection over UDP accessible over the internet at the assigned IP address. The Mission Planner software must then be able to connect to this IP address allowing bidirectional communications with the APM2.5+ running the latest version of ArduPilot (2.68 as of this posting).

Programmer will provide a solution that details exactly how to wire the modem to the APM as well as a modified version of the ArduPilot code with instructions for updating future releases. All findings will be published for public use under the creative commons license.

I am very interested in helping you since i can se i real good alternative way to do telemetry and control camera on my drone projects via GPRS/UTMS this way.
I have done simular projects ( person/transportation seeking via GPS/GPRS modules before).
so ethernet via grps is not unfamiler to me.
But i dont have the gsm shiels yet so if you can find 2 pc. for me i have the simcards and 2560/ethernet shiels and a wifirouter for my drone ready.
hope we can get this project up and running.
I am just about to complete my ArduPilot 2.6 build with a modified codebase that uses an alternative sonar device over SPI.
I have also some GSM sheilds from sparkfun that can be pressed into service to do what it is that you are wanting to. I have considerable experience with the SM5100B module in telemetry in the automotive industry as well as internet based social interactive systems (IOT).
