GSM/GPRS shield - use them like nRF24L01's? Do you need SIM card?

Hello,
Is it possible to use a GSM/GPRS shield to communicate between two Arduinos without being on the cellular network? I just want to use the hardware for a serial wireless link.

The tutorials I've found require a SIM card and use the module to communicate over the cellular network. I just want to use them like we use nRF24L01's.
