GT-U7 not sending data

I am using a GT-U7 (Amazon.com) and while the red light is blinking I receive no data using TinyGPS+ device example to run the code. I have tried flipping the RT and TX wires incase I made a mistake. I am fairly new to Arduino and any help would be appreciated.
