H bridge driver issues

Hi,
I meet an issue, below is the schematic. Q13 or Q14 will be damaged when power-on times is enough, even if the load is 10K resistor. There is no dead zone issue, use GPIO to driver the H bridge, don't use PWM, the interval time between Q17 and Q12 is about 500ms, it is enough time to avoid bing turned on same time of Q13 and Q14. I don't know why, could you help me to analyze it? Thanks.

You have to take care that not both transistors of a half bridge are turned on at the same time.
