Having PCB manufactured?

For my tiny project I was looking at having a PCB made thinking it would be in expensive. Just as a rough idea I said it was to be 80x50mm and the price was £42GBP, is this normal, I expected PCB manuafacture to be very cheap?

I have access to an industrial CNC machine would I be better off etching the design with that?

The bulk of the cost of a PCB is in the tooling, I know they charge a separate tooling charge but to make just a few boards is not very economic. You will find as you increases the number you want the price drops. I would think the minimum to make it worthwhile is about 100 boards. For small numbers if you have access to a CNC miller I would go with that.
