HC-05 BIND format propblem

Attempts to BIND a pair of HC-05 breakouts consistently fail. In searches I found several different formats for specifiying the MAC address of the target "slave." This includes the cure of adding two preceding zeroes to the target MAC address (e.g, 0021,13,716D) for Mac address 21:13:716D. This was proposed 3 years ago on this forum.

That format no longer works; I get "ERRROR(7)" . Neither does AT+BIND=21,13,716D (ERROR(7)).
I tried AT+BIND=2113,716D (Error (6), as well as AT+BIND=2113,71,6D (ERROR(6)). I even tried AT+BIND=2113,71,6D,0000. (ERROR(0)).

Basic AT+ commands (e.g., RMADD, ROLE=1, ADDR, UART) do work.
