Heart rate/pulse sensor with an Arduino?

I am currently working on a project where I will be having a dancer wearing a heart rate/pulse sensor. I would like to feed that information into either an Uno, Lilly or even a Flora which is hooked up to LEDs. I would then like for the LEDs to light up in reaction to the pulse of the dancer. However I would like for her to be able to move freely without cables restricting her movement. My guess is this would have to involve bluetooth or wifi maybe?

My question is what sort of cost effective components would I need to make this happen?

As for the LEDs, I am trying to recreate the sort of lighting effects featured i this video: https://vimeo.com/44428571

Any help would greatly be appreciated.
