help: arduion output osd like tv menu

hello, i have open this topic

and i have learn alot from examples, i willl try its soon,

but i want to ask you if there are anyway to connect arduion to vga monitor (rgb)?

my project is
i have small monitor 7 inch and connected to old pc and stream webcam on it i want to control some relays with arduion by show osd menu

if i can how to connect it,
