The +24V supply forward biases the first bipolar transistor through R1. This wil turn ON the first transistor.
That first transistor will sink current through R3, turning OFF the second transistor. R5 will pull the input (pin 1) of the scmidt trigger to a HIGH state. The out ut of the gate will go low.
I presume the scmidt rigger gate is 4000 series CMOS as that can operate on 15V.

The LED is backwards and hee are no ground connections. The circuit will never work.
