HELP HOW TO DEFAULT LIGHT OFF THIS CODE

HELP i upload this code on my arduino nano
and then all LEDS are turn on on default
i want to make all LED off in default how to make that happen?

Anyway, welcome, did you try calling alloff() at the end of setup() ?

You need to rethink a bit the way you listen to the Serial port. Don't use delay().
