Google often helps, it found i.e. http://forum.arduino.cc/index.php?topic=519037.0.

Where is the IR LED? I think the receiver is quite close to edge of your PCB - it may "look down", and "see" the light reflected from the floor.

IR led is currently right next to the black paper the black paper is covering the led in the top view photo .

I had moved it so much. from the original position.

The receiver is in fact very close to the edge . but the bulb of the rx is not sticking out of the pcb

i also think that so i have moved the RX bit backwards in my current design
