Help interpreting a logic level shifter schematic?

I am new to electronics and I do not understand the schematics from a Youtube tutorial video I watched. Please look at this basic logic level shifter schematic: http://i.imgur.com/G4nLBES.png.

This is as far as I could think it should be like in terms of wiring: http://i.imgur.com/zjnnVg5.png. I know my circuit is wrong but I can't figure out where to connect my 1k and 10k resistors. Please assist in terms of how I should do the wiring.

Both the 1k and 10k go to the 3V3 supply.

When the 5V line goes low it turns the transitor on and pulls the low side signal low too. Its a non-inverting
level shifter.
