Help., L led light not blinking and not reciving rx and tx

Help.. I have maybe broke my arduino when i put 12v power on the arduino Vin and Ground while controlling a solenoid.

How to troubleshoot the arduino.. So i can able to fix the broken arduino

can a 12v ppwer can cook the 328chip?
