Help me Identify this component SGS 8639 N

I bought a few of these many years ago at an amateur radio rally. I seem to remember that I thought that I was buying 12V regulators but, if they are, they don't have the normal pin configuration.

I've tried Google but not had any luck in making an ID.

Any help gratefully received.

8639 is the date-code (1986, 39th week)

As for the rest of it, it could have been "house numbered" (a standard part printed with some company's own #).

There might be an implicit 2N/2SA/2SB/2SC/2SD/2SJ/2SK before the 4 digit code?

[In fact the N on the first line is probably just that - 2N5417?)
