No Arduinos come with such a special purpose sensor built in.

I am not personally aware of an Arduino that has a built in GSM, but I am sure if you go to the Ardunio store, you will be able to assess that yourself.

As far as the sensor, you will not find that sensor on any Arduino.

The web page in your link explains how to connect the sensor to an Arduino.

You should also be able to connect a suitable GSM module to the same Arduino.

An Arduino Uno is the best for beginners because most software and add ons will work with an Uno.
