I took these materials to make a drone but I don't know anything you can help me make the drone I also pros a Tp4056 charger

Where did you get these items? Why would they sell TL1700 of parts to someone who can not use them? Also, selling outdated and inefficient devices that will cause trouble for an experienced programmer.

I doubt four 7x16 3.7 volt brushed motors are going to be able to lift the QAV250 carbon fiber frame you picked out, never mind lifting in addition the flight control computer, radio, ESCs and battery…

This is way beyond anything you can reasonably expect to succeed at. You may already have spent money unwisely.

Go back to basic researches. This is a popular hobby and there are many well-worn paths to success.

First time: find a project you like that is successful and duplicate it slavishly. Down to the screws and wires. Quadcopters are a delicate balance of many factors, deviate at your peril.

After you crash and destroy that first quadcopter, then you can start thinking again about your own scratch build.
