Do you want a robot to manipulate a smartphone? (which is what your question seems to say)
Or do you want to manipulate a robot using a smartphone as a controller?
Either way, if you have never done any Arduino programming you have a lot of learning ahead of you.
I suggest you get an Arduno Uno and work through as many of the example programs and tutorials that you can find.
If you want to use a smart phone as a controller you could study how to use a bluetooth module.
Google should find you plenty of information about Arduino robots.
You may also need to study how to create the control program for your smartphone.
