I'm quite sure it's possible, but not with the information given (lack of details on the connected hardware and how it is addressed). After all scrolling is just a matter of changing the images step by step to give the impression of scrolling.
Whether you can do it, I don't know, depends on your skills. A full understanding of the sketch you posted would be a good start.
