If you've even been frustrated by a hyper-literal person doing what you said but not what you wanted, computers are 100x worse than that. a person can be coerced into compliance with rewards and punishments, but a machine cannot be entreated in such a way.
Which relay are you referring to? "The relay" implies a single, specific one, but it looks like there's 6 in your project. What "cycle" is to be restarted?
This is my best guess at what you're trying to say. Let me know if it's right or not:
"When any of the outputs are turned on, it should remain on for a minimum of 60 seconds, even if the measurements determine that it should turn off sooner."
