I assume you mean a TLC9540 chip not what you put.
You need to post the schematic before any usefull advice can be given.
There is no need to go for a PCB you can do prototypes with strip board.
Yeah, sorry about the mistake there, dunno how i managed to get muddled up there.
I went and design it on stripboard in Fritzing and got a schematic as well, not sure how good it is though, still learning so unsure.
